House Bill 9 will become effective starting July 1, 2015. This bill will make amendments to Section 2. AS 08 by adding an additional chapter which will require all private investigators and private investigator agencies to obtain a license and surety bond before performing services in Alaska.
Prior to this bill proposal, private investigators were not required to hold any form of financial security while conducting business in the state of Alaska. The purpose of holding a surety bond is to guarantee financial coverage to clients and consumers that have been harmed or damaged as a result of malpractice or negligence executed by the principal (private investigator).
If the principal does not remain in compliance with the terms and regulations stated in the contractual agreement and wrongdoings are committed as a result, clients can feel at ease knowing they have a financial protection in the form of a surety bond. Private investigators cannot post a bond in an amount less than $15,000.
In addition to posting a surety bond, private investigators and private investigator agencies must now be licensed in Alaska. Claiming the title of a private investigator or providing related services without holding the proper license will be considered unlawful after the bill becomes instated. There are both class A and class B licenses available for application. In order for an applicant to obtain a class A license, he or she must do the following:
- Be at least 21 years of age
- Pay all required application and license fees
- Provide proof of work experience as well as education
- Submit a full set of fingerprints

Applicants looking to become registered with a class B license must do the following:
- Be at least 18 years of age
- Pay all required application and licensing fees
- Have a high school diploma or equivalent
- Have an employment opportunity offered from a licensed private investigator agency or be currently employed at an agency
- Submit a full set of fingerprints
